Legislation and Fiscal Regulations
Adult Basic and Literacy Education in Pennsylvania is funded through a combination of state and federal grants, as listed below.
- Pennsylvania Adult and Family Literacy Education Act (State Act 143 of 1986)
- Workforce Innovation and Opportunity Act of 2014 (Federal)
Grants funding adult education and family literacy programs in Pennsylvania are managed in accordance with sound financial management policies and practices and in conformity with all state and federal financial rules and regulations. Agency Self-Assessment Tools
Supplement to Handbook for Sustaining Standards-based Education in Adult Education: Checklists for Assessing Effective Implementation NEW – This document is designed as a resource for state and local program leaders looking to support the effective implementation of state academic content standards. This supplement contains both state and program leadership checklists.
System Efficiency Survey (PDF) or (Word) – The Technology Use for System Efficiencies Program Self-Assessment can be used by agencies to assess and improve their system efficiencies through the use of technology. Upon completion of the self-assessment, agency leadership can contact their Professional Learning Opportunities (ProLO) consultant to access technical assistance from the leadership projects.
Career Pathways Action Planning Guidance – Career Pathways Action Planning Guidance is as an initial assessment of program activities and directs program staff to utilize one or more additional inventories as needed. This document is a series of questions related to partnerships, career awareness, case management, local labor market, transitions data, and contextualized instruction. Program staff can work through the questions to help develop career pathway related action plans for their agency.
Career Awareness Inventory – This document is in chart format and is designed to track career awareness activities from start to finish. Program staff can use it to document what activities are in place, who is conducting the activities, the expected outcomes, and ways to improve the activities.
Career Awareness Checklist – This checklist provides a comprehensive scope and sequence for career awareness activities. Staff can work together to determine which topics to include in their delivery of career awareness and whether topics should be delivered by a case manager or embedded into instructional activities that align with the College and Career Readiness Standards.
Case Management Inventory – This document utilizes a chart format to view and compare case management interventions. Case managers can select interventions from the chart to help adult learners overcome barriers, set and adjust career goals, and transition to the workforce or training programs.
Contextualized Instruction Inventory – This document utilizes a chart format to record contextualized instruction activities. Teachers can use this to help determine how instructional activities might align to local sectors, address basic workplace skills, and clarify expected outcomes of the contextualized activities.
Data Inventory – This document is in chart format and has columns to record agency-wide data collection activities and purpose of the data collected. Program staff can use the chart to analyze the usefulness of each data piece that is being collected within the agency.
Foundation Skills Program Checklist – A checklist containing each foundation skill with additional columns to record how that skill is addressed in the adult education program. Programs can use this checklist to assess which work-based foundation skills they currently address, and should address, in specific program areas of the agency.
Local Labor Market Information Inventory – A document in chart format used to track where a program obtains local labor market information and how that information is being used to improve career exploration and contextualized instruction. Administrators can use this document to help gather local labor market information that aligns to focus sectors in the local workforce development area plan and share with teachers and case managers to improve contextualized instruction.
Partnership Inventory – This chart allows programs to document current partnerships that the agency has in place and document the frequency of collaboration with those partners. Administrators can use this chart to track partnership development over the course of a program year.
